Trying to start a GB themed art project. Does anybody know a good paint to put on plastic that will give it a nice, freshly spiked look?

Acrylic or oil? If acrylic, Id try Golden Fluorescent Green with a gloss UV resistant varnish on top. The two products are costly though! The varnish is needed because the fluorescent paint will fade in light without it.
