It’s a summary of the Sega Genesis version of the GB game. The inspiration for those custom Winston sprites. I remember playing that game back in the day and it was pretty hard.
If you want you could get an emulator for you computer and try and find the game for download. If you physically don’t own the game (which I summize from the fact you say you want to “make” this game) you would need to delete it from your computer after 24hours–or then you have basically stolen the game. And that’s a no-no. :x
