Unless your computer came with a program you’re going to have to pay for one. Once you have the program you’re going to have to sit down and learn how to use it through study and practice.
Unfortunately, Jack is totally right. Most fan films use Adobe After Effects which runs anywhere from 200 for the student version or 1000 for the full version. And After Effects isn’t a program that you just jump into and master. I’m a professional video editor and I only have moderate knowledge of AE and I’ve been using it for several years.

You’d also likely have to think about a 3D program as well, which just complicates things, and that’s even if you’d take to it like a fish to water.
I always heard that you could lead a fish to water but you can’t make him pirate software.

I remember getting after effects to create lightsabers in a few cheap films I did back in high school. There are a lot of awesome and intuitive tutorials on a lot of things that you can find on the net. However you acquire the program, I’m confident you could make a good looking proton stream with some time. It took me a day to learn to make lightsabers. im sure the stream would take longer, but you can do it.
Look at it this way: prior to Spilled Milk I had only used After Effects once. Practice makes perfect (though I need to change my stream effect to utilize 3D cameras better).
